According to a report from CCTV, U.S. President Trump made a statement on August 14 regarding his meeting with Russian President Vladimir Putin. During an interview with Fox News that day, Trump expressed his belief that Putin would reach a protocol. He also estimated the risk of failing negotiations with Putin to be "25%". Trump stated that his meeting with Putin on the 15th would lay the groundwork for a second meeting, and sanctions would be implemented if issues were not resolved. He mentioned that border and land issues would be a process of mutual compromise. Trump did not elaborate on the terms "protocol", "second meeting", or "sanctions". He indicated that he did not know whether this meeting would reach a Consensus on an immediate ceasefire. If so, he would call Ukrainian President Volodymyr Zelensky and European leaders. He said that regardless, he would hold a post-meeting press conference, but he did not know if it would be a joint press conference.
